It is Cemig’s priority to present solutions for energy distribution in an efficient, sustainable and economic way. Through ANEEL’s Normative Resolution 482/2012, this goal has more possibilities, based on the Electric Energy Compensation System, which provides benefits to consumers who wish to generate electric energy for their own consumption from renewable energy sources and qualified cogeneration or supply the surplus to our distribution network.

Consumers install small generators in their unit (such as photovoltaic solar panels or small wind turbines) and the energy generated is used to cut down on the unit’s electricity consumption. When the generation is greater than the consumption, the positive energy balance can be used to cut down the consumption in subsequent months. The generated energy credits remain valid for 60 months.

There is also the possibility of the consumer using these credits in other units previously registered within the same concession area and characterized as remote self-consumption, shared generation or part of undertakings of multiple consumer units (condominiums).

The energy injected per consumer unit with micro or mini-generation distributed is loaned free of charge to the local distributor and subsequently compensated with the consumption of electricity.

Distributed microgeneration: Power plant with installed power of less than or equal to 75 kW, using renewable sources of electricity or qualified cogeneration, connected to the distribution grid through the installations of consumer units.

Distributed mini-generation: Electric power generating plant, with an installed capacity of more than 75 kW and less than or equal to 5 MW, using renewable sources of electric energy or qualified co-generation, connected to the distribution grid through the installations of consumer units.

Learn how to make the connection

If the destination of energy generated by the power plant is to join the power compensation scheme in the regulated contracting environment, the plant’s classification will be Micro or Distributed Mini-Generation, regulated by Normative Resolution 482/2012.

The Application must be made by a Certified Technician with regular registration at CREA, directly at the Virtual Agency. The user must access the item Mini / Micro Generation Distributed to request the service through the specific form. In case of doubts access the Tutorial GD/AGV.

Remembering that:

  • For Access Request there can be no overdue debts linked to the Customer;
  • Replies about service requests and clarifications will be sent directly to the e-mail of the Certified Technician or the customer. Therefore, the Customer should keep his/her registration data updated with Cemig to avoid any inconvenience. Whenever necessary, the update should be carried out at Cemig Attends Portal, in the option Update Contact Information.
  • For Qualification of the Responsible Technician (RT), project activities, expertise, opinion and respective technical reports related to the systems of Microgeneration and Mini-generation of Electric Energy must be carried out by qualified individuals or legal entities and duly registered in the CREAs, under the technical responsibility of an ELECTRICAL Engineer, ENERGY Engineer or other, provided that he/she has noted in his/her attributions Article 8 of Resolution 218/73 or Article 2 of Resolution 1076/16 of CONFEA and officiate CEMIG with such decision.
  • In the field Request Motive, select one of the three options: “Microgeneration with power less than or equal to 10kw”, “Microgeneration with power greater than 10kw”, “Mini-generation”. The re-analysis option will be dealt with in item 5.6 of the APR Web User Guide
  • Fill in the other mandatory fields according to the option chosen, referring to the data of consumer unit, generation and the responsible technician.
  • In the field Other data, enter some information you may deem to be important;
  • Include the mandatory annex (identification document) in the Virtual Agency. (Maximum size: 3MB).

  • Document concerning legal entity constitution and the last contractual amendment, if any;

After approval of the documentation and handling of the necessary services, the final technical and commercial conditions will be presented by CEMIG when issuing the Access Report, which also guarantees the reservation of power and/or the desired generation.

Only with the Favorable Access Report, which is valid for 120 days, the Customer will be authorized to execute the implementation of the generating plant.

Frequently Asked Questions (FAQs)

  • Can all consumers join the Electric Power Compensation System?

No. Only the distributor’s captive consumers can join. Free, special or partially free consumers cannot be part of the Electric Power Compensation System.

  • At what voltage level will the micro and mini-generators be connected?

The number of phases and the connection voltage level of the generating plant will be defined by the distributor according to the technical characteristics of the grid and in accordance with articles 12 and 13 of Normative Resolution 414/2010. For further information, the technical standards of each distributor or its information channels should be sought.

  • Can illegal generators be disconnected from the distribution grid?

Yes, according to item I of Paragraph 1 of Article 170 of Normative Resolution 414/2010, the distributor must immediately suspend supply if it is characterized that the generation impairs the service to other consumer units, pointing to imminent risk of damage to people, goods or the functioning of the electrical system.

  • What is the deadline for the connection of the micro or mini-generation to the electric grid?

The deadline for microgeneration installation is a maximum of 34 days (not including the time needed for any adjustments by the consumer). For mini-generation, this period increases to 49 days, in case there is no need for improvement or reinforcement works in the distribution system. The deadlines for each stage are detailed in Table 2 of Section 3.7 of Module 3 of PRODIST.

  • If the distributor does not meet the deadlines established in PRODIST, how can I complain?

Consumers can contact ANEEL’s Ombudsman, by telephone 167, send a letter addressed to the Superintendence of Administrative Mediation, Sectoral Ombudsman and Public Participation (SMA), or send their complaints directly from ANEEL‘s website. 

  • If the generation is greater than or equal to consumption, is there any payment to the distributor?

Yes. At least the cost of availability for the consumer of group B, or the contracted demand for the consumer of group A, as the case may be, must be charged.

  • Does the tariff flag apply to consumers with micro or mini-generators?

The tariff flag should apply to the active power consumption to be billed, i.e., the net value (reduced measured consumption of injected power). In addition, for group B consumers, when the value to be invoiced is the availability cost, the flag is on the full value of the availability cost.
